The people gathered at Salem Church for the purpose of forming an organization. Cherokees met with the purpose of beginning the Keetoowah Government. Agwadegi Dewi was chosen as temporary chairman and Uyutsata Diganotsali was elected as temporary clerk.
The adults present signed the roster. There were nineteen adults present. The group then elected officers to serve until August 1940. Anilageyv Ugidali was elected Chairman; Inagi Gule, Vice-Chairman; Uyutsata Diganotsali, Clerk; and, Inagi Eligi Sami, Treasurer.
The Temporary Chairman Agwadegi Uyutsata adjourned the meeting.

A meeting was held at the home of Wadi Awiyuga. The meeting was opened with prayer. The adults signed the roster. A motion was made to rescind the election of Uyutsata who was previously selected as the clerk. Adatsisda Daloni was elected to replace Uyutsata as clerk. A collection of fifteen cents was taken to help purchase food. The meeting was adjourned.
